About Our Client

Our client, a dynamic and innovative public organisation in Hong Kong, is seeking an experienced strategic procurement manager to join their team. As a Procurement Manager, you will be responsible the organisation's indirect procurement activities and handle tendering, contracting and project management.

About The Role:

  • Develop and implement strategic sourcing and procurement strategies aligned with the organisation's goals and objectives.
  • Conduct market research, analyse vendor performance, and identify potential suppliers to ensure the best value for money and quality of goods and services.
  • Collaborate with internal stakeholders to understand their requirements, provide procurement advice, and manage their expectations.
  • Lead and oversee the end-to-end procurement process, including supplier selection, contract negotiation, and contract management.
  • Monitor supplier performance, evaluate contract compliance, and implement corrective actions when necessary.
  • Identify cost-saving opportunities, optimize procurement processes, and drive efficiency and effectiveness within the procurement function.
  • Stay updated with industry trends, regulatory changes, and best practices in strategic sourcing and procurement.
  • Prepare reports, presentations, and recommendations for senior management and contribute to strategic decision-making.

The Successful Applicant:

  • Bachelor's degree in Business Administration, Supply Chain Management, or a related field.
  • Proven 8 years' experience in strategic sourcing and procurement, preferably within the public sector or large-scale organizations.
  • Demonstrated ability to develop and implement effective procurement strategies, including vendor evaluation and negotiation.
  • Excellent analytical, problem-solving, communication and decision-making skills.
  • Ability to work in a fast-paced environment, manage multiple priorities, and meet deadlines.
  • Professional certifications such as CIPS (Chartered Institute of Procurement & Supply) or CPSM (Certified Professional in Supply Management) would be advantageous.
  • Proficiency in Microsoft Office Suite
  • Fluent English and Cantonese
