《粵港澳大灣區企業人才現狀與發展趨勢：2025》發布會全回顧

《粵港澳大灣區企業人才現狀與發展趨勢：2025》發布 灣區企業招聘趨審慎 「技術+管理」複合型人才最緊缺
香港，2026年5月28日 —— 中山大學粵港澳發展研究院、KOS高奧士國際人才集團及中山大學香港高等研究院全球與區域治理研究中心今日於香港科學園聯合發布《粵港澳大灣區企業人才現狀與發展趨勢：2025》報告。中山大學粵港澳發展研究院院長何俊志教授、KOS高奧士國際人才集團聯合創辦人兼執行董事陳家成先生，以及來自大灣區企業、政府部門及學術機構的多位代表出席發布會。發布會上，KOS高奧士國際人才集團聯合創辦人兼執行董事陳家成先生代表主辦方致歡迎辭。 香港勞工及福利局副局長何啟明先生，JP亦在發布會上透過視頻應邀致辭。他表示，人才是一個地區及社會發展的核心所在，而香港在「十五五」計劃中肩負重要使命，即作為國際高端人才聚集地，為國家及香港匯聚更多人才。此次研究收集到大灣區企業的第一手意見，為政策方向提供了重要參考。 覆蓋150家企業 四大發現揭示灣區人才市場結構性轉變 中山大學粵港澳發展研究院院長何俊志教授在發布會上講解報告的重點數據及主要發現。 研究於2025年4月至12月進行，涵蓋粵港澳大灣區「9+2」城市群，調查企業超150家，其中收回116份有效問卷，訪談71家企業，累計訪談時間逾4,000分鐘。受訪企業中，製造業企業佔44.8%，資訊傳輸、軟件和資訊科技服務業佔18.1%，內資民營企業佔69.8%，港澳台投資企業佔16.4%，企業規模分佈均衡，涵蓋不同發展階段。 報告指出四項主要發現。首先，粵港澳大灣區企業對未來的人才招聘持謹慎策略，「小步慢行」成為主流選擇。超過70%企業未來3至5年計劃新增人數不超過30人。龍頭企業貢獻了近九成的招聘職位，中小企業缺少招聘的強大動機與資源。 其次，粵港澳大灣區企業人才需求呈現出結構性轉向。「技術+管理」複合型人才最為緊缺，研發類及銷售類職位成為未來核心需求，而傳統管理職位需求相對較低。部分城市的人才國際化水準仍有較大的提升空間。 第三，灣區人才流動與留存現狀需要引起重視。報告顯示，粵港澳大灣區內企業平均年度人才流失率為11.7%。薪酬福利缺乏競爭力及職業發展空間受限是人才流失的核心因素。 第四，灣區企業對政府人才政策體系整體滿意度較高，反映政府的政策框架已基本建立並獲得認可，政策效能逐步顯現。隨著粵港澳三地規則銜接深化，政策紅利有望進一步釋放，並惠及更廣泛的企業群體。 中山大學粵港澳發展研究院院長何俊志教授談到，當前粵港澳大灣區仍存在粵港澳人才雙向認證審批限制、專業化高端課程及收費門檻高、資源過剩與資源稀缺并存、中小企業和中低學歷者參與不足等問題。他建議，粵港澳大灣區未來重點搭建公共培訓平台、完善人才“引-育-用-留”政策鏈條，擴大政策覆蓋中小企業和技能型人才，以及探索粵港澳大灣區一體化的人才評價與流動標準。 高峰對話聚焦人才生態優化 政、產、學、研共謀灣區未來 高峰對話環節由KOS高奧士國際人才集團首席戰略官吳國傑先生主持，邀請多位來自學界、政府及人才服務領域的嘉賓出席交流，包括中山大學香港高等研究院全球與區域治理研究中心副主任李小瑛教授，全國港澳研究會副會長、香港正思研究院院長陳少波博士， Conair亞太區人力資源及行政總監、香港人力資源管理學會代表李翠霞女士，香港城市大學首席及常務副校長高級顧問、數據科學系周文港教授，香港人才服務辦公室 （HKTE） 總監陳海勁先生，以及香港浸會大學學生事務處事業策劃中心主管朱麗媚女士。與會嘉賓就大灣區企業人才現狀、企業面對的人才核心挑戰及未來發展方向等議題分享見解。 中山大學香港高等研究院全球與區域治理研究中心副主任李小瑛教授指出，相比京津冀及長三角，粵港澳大灣區具備兩大獨特優勢，在於「高度市場化」與「人才多元化」。大灣區擁有從草根勞動力到高端研發人才完備的金字塔結構，並對內地與海外人才高度包容；然而在金字塔頂端的尖端科研人才（如院士級別）方面，大灣區與其他地區相比仍有提升空間，未來需借助區內各城市優勢，吸引更多頂級人才落戶。 李教授談到，當前最迫切的挑戰是「制度摩擦」。人才往往生活在深圳、廣州，工作橫跨多地，子女教育又涉及不同城市，但稅收、社保、教育、醫療等公共服務分散於不同部門。她認為，將一國兩制背景下港澳與內地的優勢整合為一站式、場景化的人才服務體系，是建設高端人才集聚高地最需急切解決的問題。她並指出，當前正值產業轉移，企業出海需要既懂技術、懂管理又熟悉海外規則的人才，香港在此扮演不可替代的角色。 Conair亞太區人力資源及行政總監、香港人力資源管理學會代表李翠霞女士分享了企業HR實務觀察。她表示，今日香港與內地之間的人才流動已不再是單向，整個大灣區已成為「人才互動」的一體化平台，前海更在其中扮演重要的橋樑角色。 香港人才服務辦公室（HKTE）總監陳海勁先生表示，香港在大灣區人才版圖中肩負兩大關鍵角色：一是國際人才樞紐，二是國家人才庫。香港擁有5所全球百強大學、亞洲第一的金融中心、世界領先的IPO市場，配合深圳的高科技企業群與大灣區完整產業鏈，形成全球獨特的綜合優勢。 全國港澳研究會副會長陳少波博士以「技術領先、雙向協同、全球配置」三個關鍵詞，概括過去一年大灣區人才市場的深刻變化。他指出，國家高度重視大灣區發展，並支持香港發揮教育和科研優勢。陳博士建議，香港北部都會區應對標波士頓模式，「打造亞洲的波士頓，甚至超越波士頓」，推動大學與企業深度結合，以應用帶動科研、以科研支撐產業、以產業反哺教育。 香港城市大學首席及常務副校長高級顧問、數據科學系周文港教授認為，這份針對企業的報告具有重要參考價值。他指出，面對老齡化及少子化難題，香港已透過有效的人口政策獲得顯著改善，然而仍存在「如何培養人才」、「如何爭奪人才」、「如何用好人才」三方面問題。周教授亦指出，香港正承擔協助內地企業出海的角色，結合內地產業優勢，服務大灣區發展。 香港浸會大學學生事務處事業策劃中心主管朱麗媚女士亦從教育端回應，指高校已積極推動轉型：一是開設跨學科課程；二是將學生實習由香港本地擴展至大灣區、亞太及歐洲，提早培養跨文化適應力；三是培養創新創業能力。她強調，硬技能與軟技能須互相配合，更要在當下保持自我反思的能力。 主持人吳國傑先生總結，整場高峰對話可歸納為兩個關鍵詞，「機會」與「希望」，並期望未來業界、政府、高校及研究機構能更緊密合作，共同推動大灣區成為全球頂尖人才樞紐。 主辦方總結：人才動能正成為灣區高質素發展的關鍵支撐 KOS高奧士國際人才集團董事總經理陳曉慧女士代表主辦方作總結發言。陳曉慧女士表示：當下企業關注的核心，已從「要請多少人」轉變為「需要具備哪些關鍵能力的人」；最短缺的並非單一技術或管理人才，而是兼具商業觸覺與專業能力的複合型人才。這項研究不但反映粵港澳大灣區企業在招聘及用人策略上的最新轉變，亦顯示在產業升級、區域協同及發展模式持續演變的過程中，人才正由企業發展的重要資源，逐步成為支撐灣區高質素發展的關鍵動能。 KOS高奧士國際人才集團聯合創辦人兼執行董事陳家成先生表示：KOS自2009年成立以來，業務由香港特區逐步拓展至澳門特區，以及深圳、廣州、上海，並進一步延伸至新加坡；服務範圍亦由早期的人才尋獵及招聘諮詢，逐步擴展至勞務派遣與外包、人才培訓及發展等多元化人力資源服務。多年來，KOS在人力資源領域累積了豐富的一手實務經驗，對大灣區市場更建立了深厚的在地洞察，該區域亦一直是KOS業務拓展的重點所在。 是次與中山大學粵港澳發展研究院及中山大學香港高等研究院全球與區域治理研究中心展開策略合作，並共同發布研究報告，不僅為企業制定招聘、人才培育及留才策略提供切實參考，亦有助各界更準確把握粵港澳大灣區勞動力市場正出現的結構性轉變。 陳家成強調，大灣區的高質素發展，離不開政府、企業、人才三方協力：「KOS不只是一間招聘公司，更是大灣區人才生態系統的建設者與守護者。今日發布的研究報告，是一個開始，而非終點。」他誠邀更多企業、政府部門及學術機構加入，與KOS攜手共同描繪一幅完整、準確、具前瞻性的大灣區人才地圖，為建設大灣區人才高地邁出重要一步。 …
